Barack Obama could run for Congress in 2018 — and he might be the Democrats' best hope

Ohio congressman Tim Ryan is campaigning to replace Nancy Pelosi as the House minority leader. In an interview with the Washington Post, he argued that Democrats need a strategy for appealing to voters that doesn't rely on President Obama's personal popularity.

“If we don’t have Barack Obama at the top of the ticket, we can’t win elections. That is an unsustainable model. He can’t run again, so it’s not even like we can say, well, every four years we’ll win.”

Indeed, Barack Obama can't run again ... OR CAN HE???

Such is the question posed by this Change.org petition, which was ... well, it was posted by a friend of mine. It's called "President Obama: Run for Speaker of the House in 2018," and it outlines a practical and eminently constitutional path by which Obama could become the second-most-powerful elected official in America two years from now.

Here's the whole deal: The president's Chicago residence is in Illinois' 1st Congressional District, which is represented by Bobby Rush. If Rush were to step aside in 2018—not entirely implausible, as he turns 70 today and has served in the House since 1993—Obama could run for Rush's seat while campaigning nationally for other Democratic House candidates on the premise that he'd be selected as Speaker if the party won a majority....

Here is an even greater scenario which is fully legal: Obama could run for the job of "Speaker of the House" without even being elected to Congress. There is no Constitutional requirement that the Speaker be an elected member of Congress. Theoretically and legally, if the democrats won control of the House in 2018, their caucus could elect Obama Speaker.

Can he run as a Congressman from Illinois while living in DC? The Obama’s have said they aren’t leaving DC until Sasha graduates and she is only 16.

The whole argument above is a set of very stupid scenarios, where Obama could be set up to become Speaker of the House.

But, could he legally be allowed to be one step away from the presidency, being as how a person is only allowed a maximum of 2 terms or 8 years as president, as set up under the constitution. But, yeah, since when did the constitution matter to liberals?

He's been at the top of the ticket for 8 years, and during his two terms in office, you lost control of both houses of Congress, and the White House. Just what advantage did he bring you?

IMO the speaker of the house decision is not made on the basis of presidential succession. I would think if something happened they would just pass over a speaker who had two terms as president already. Need court decision at that time.

Speaker is a designated Presidential substitute (chain of command position behind Vice President). Can’t run for a third term -> Can’t be in-line for a third term.

Except to the desperate media-blind democrats.
