The statement says that the parish would give to anyone who presents for Holy Communion. Even a non Catholic?

Because it was the church that Christ founded and He promised to be with us till the end of time.
Also because we have the Sacraments from Jesus: Baptism, Confession, Confirmation, Eucharist (The Real Presence of Jesus Christ Body and Blood), Matrimony, Anointing of Sick (and Holy Order). The Sacraments give us God’s graces and forgiveness of sins (even if the priest is not acting in good faith).
However most priests are good Catholics and help us towards salvation.
The news reports the few that are not so good.

Sorry... a “devout and reverent” “man of faith” would not thumb his nose at his church’s deeply held beliefs and cause an open scandal every time he presented himself for communion. Joe Biden is a hypocritical, lying braggart who thinks he can do anything he wants as long as he grasps his mom’s rosary in his hand. God is not amused. Joey will reap what he sows before too much longer.
