I don't think they are allowed to. ;o)
Although, if you read the most current Catechism, they actually do acknowledge that saved Christians CAN exist outside of the Roman Catholic church, though they don't like saying they are called "churches" only ecclesiastical communities. Funny, since that word "ecclesia" is the Greek word for assembly or CHURCH! It sounds like they presume they alone can call themselves the "Church".
