Amoris Laetitia is a pastoral exhortation that acknowledges the latitude given to pastors who wish to minister to people in confusing, complicated family situations. The key to understanding the Pope right now is to consider the specific stories and anecdotes which move his emotions. Nowhere does AL require absolution for anyone who is committing suicide. Nor does it require communion for the divorced/remarried.
In a situation where he must help a weakened, powerless, confused person who is being manipulated by family, e.g. a “shotgun wedding, or this situation where someone has been pushed to this point, the pastor may understand his role and feel encouraged to do what needs to be done.
You are thinking that Catholic doctrine and pastoral practice already account for such situations, and you would be right. So it might be best to assume that AL does NOT bring any change in doctrine and instead to read it the way the Pope has said you ought to read it. Instead of focusing on doubtful statements in chapter 8, consider the spirit of compassion throughout that whole document and the whole synod process.

The Priest has a responsibility to tell the person suicide is a mortal sin, and likely will result in damnation. The Bishops makes this final exhortation optional with the usual fuzzy nonsense we see by the limp-wristed who does not want to offend. The lack of clear condemnation of his actions by clergy will make many think his action is morally acceptable. What's more important, a man's eternal soul or his feelings?
Of course, the Priest who refuses his duty will probably be liable to even worse punishment.
