I have a couple of points of disagreement:

1. I am reasonably sure that an officer can get in serious trouble for discharging his weapon and endangering bystanders

   Not true - endangering and even killing innocent bystanders is ground for promotion see Sierra times whack and stack pages

2. We must admit the the officer recieves training as to the appropriate use of his weapon

   The evidence is quite to the contrary on this one. The majority don't practice and only qualify at the minimally acceptable level
