I'd bet my IRA that JJ was a big reason the codes were not enforced in the first place and that the city of Chicago knows this.
Depending on how directly he was involved, JJ may be liable for civil damages, if not more.
If it were corruption, fraud, vice, or theft, the Reverend Jackson would probably get out of it.
I'm not so sure he'll get away with his mischief on this one.
