How do I join the alliance? I don't have an option for it.

If you've already created your country then you should see a link to your region on the left hand side. Click on that link. You'll then see a display of information about your current region. You will see a line that says 'are you tired of living in this region?' or something like that. Click on it. You will now see where you can enter 'Alliance of Freepers' and you can add your country.

my message is a tad misleading - you don't actually 'fight'. There's no war. NationStates is a game where you create a country, take action on issues presented to your government which in turn effects your countries political freedoms, individual rights and economy.
