Cfcs had no effect on the ozone layer, for a heavier than air gas to rise high enough to destroy ozone is illogical.

Did anyone count ALL the fish at the beginning of creation and have they counted them recently, then subtract the difference to see if this is true?

Significant declines in recent population assessments have been reported. The record doesn't go back much further than the invention of writing.

So the reserves have to be well-protected for this to work; the U.S. can do an adequate job of this, but poaching is rampant in vital areas such as the southwestern Pacific.

Sounds like something that would give our attack subs some practice: declare open season on poachers in reserve areas

My preferred solution is to give ownership to a company to fish in a certain area, with authority to have its own armed ships seize poachers' ships and sell them.
