Democratic governor-elect Janet Napolitano has tapped a real estate executive, a state senator, an environmentalist and a former aide to Al Gore to make up her national resources team.
Napolitano is nominating commercial real estate executive Mark Winkelman to head the Arizona Land Department, which oversees state-owned property and open spaces. Winkelman was active in Napolitano's campaign and is founder and managing partner of MGS Partners LLC.
The governor-elect has picked Lori Faeth as her environmental policy advisor. Faeth currently serves as the Arizona lobbyist for the Nature Conservancy one of the top environmental and conservation advocacy groups.
Steve Owens will be the new director of the Arizona Department of Environmental Quality. Owens is an environmental lawyer who served as an aide to Al Gore when he represented Tennessee in the U.S. Senate.
Democratic State Sen. Herb Guenther will lead the state Department of Water Resources. Guenther was re-elected in November, which creates a legislative vacancy that must be filled by a Democrat.
Napolitano also announced some appointments outside of the environmental arena.
She's picked Tim Nelson as her general counsel and Brown & Bain associate Nicole Davis as her deputy general counsel.
Nelson currently works as antitrust unit chief in the attorney general's office, which Napolitano headed before being elected governor.
Pima County law enforcement veteran Richard Fimbres will be the new director of the Arizona Office of Highway Safety.

What happened to us, did we get all the lefty leftovers from the left coast? Wish they would have left their politics behind.
That's the problem when some people flee Liberal states ruined by Liberal policies. They bring their same desires to the new state and start the pollution process all over again.
It's a running curse on every conservative state. The problem is, that river never seems to run in the other direction!

Janet's Protecting the Environment
Janet Napolitano is not afraid to stand up to the military industrial complex. When Secretary of Defense Donald Rumsfeld (he of the Bush war machine) asked Napolitano to support weakening the Endangered Species Act to stop environmental lawsuits from shutting down training exercises, she stood up to the war mongers and told them that protecting the environment comes first. Here's the text of the Rumsfeld letter:
May 1, 2002Janet saw through puppet-master Rumsfeld's lies and opposed the measure:Dear Attorney General
We must provide our military forces the most realistic training possible. Over the years though, a number of federal, state, and local actions have restricted the use of our military training facilities. . . . .
The Readiness and Range Preservation Initiative is a narrowly focused proposal intended to clarify the reach of several environmental laws. The laws increasingly have been applied to military testing and training activities in novel ways that threaten readiness without a commensurate benefit to the environment. . . .
You will see that these provisions apply to a narrow, unique category of Defense Department activities -- those that directly involve military readiness. They do not affect the wide range of our activities that do not directly relate to combat, such as our wastewater treatment plants, power generation facilities, construction projects and routine transportation. Our proposals do not affect our cleanup obligations at our closed bases, or those based that may close in the future.
July 5, 2002What a courageous woman! Janet is willing to stand up for the environment even if it means taking on the vested interests of the military industrial complex. Does anyone doubt that Arizona's environment would be much better off if we'd go ahead and sue the military to shut down Luke altogether? Janet is the only politician brave enough to do so.I am in receipt of our letter soliciting the State of Arizona's support for the Readiness and Range Preservation Initiative (S. 2225). While I fully support your efforts to secure realistic combat training and testing conditions for our armed forces, such training needs to be conducted in compliance with existing environmental laws. . . .
You will therefore understand why I cannot endorse S. 2225 . . . . Arizona may now be left with no alternative but to resort to the very laws from which DOD seeks exemptions in this bill in order to protect the public health and welfare, and to bring the Army into compliance.

Isn't Owens the carpetbagger who ran a particularly nasty campaign against J.D. Hayworth a couple of elections ago?

Democrat Steve Owens has been salivating over J.D. Hayworth's Sixth Congressional District seat since 1994, when J.D. rode Newt Gingrich's coattails into office. The next time around, in 1996, Owens gave Hayworth a run for his money when the AFL-CIO coughed up more than $1 million to sink Hayworth, who won by only a few votes; it didn't hurt that Owens had been widely quoted in the final days of that campaign referring to his own district as "rinky-dink."
This time out, in the era of the stained blue dress and Chinese campaign donations, Steve Owens surely regrets he can't play up his longtime friendship and professional relationship with Veep Al Gore or invite '96 Arizona winner Bill Clinton out to stump for him. But don't count Owens out. The Dems are almost tied with the GOP on voter registrations in the district, and, as the state's most-likely-to-succeed Congressional candidate, word is Owens may snag a pile of cash from the national party.
