I have read Article IV Section II. You are right I wonder why some states don't honor CCW from other states.

If the Founders could have only envisioned what was going to happen to the Charter they wrote on our behalf, they would have re-worded some things a little differently.

I suspect the Second Amendment would have looked something like this:

'The means of personal self-defense, being necessary to live and travel freely and unmolested, to exercise liberty and to pursue happiness, the right of Free Citizens to sell, own, keep, bear, and use superior arms and weapons, openly or concealed, shall not be infringed, regulated, or controlled in any way by any agent or agency of local, municipal, state, or federal government or international political entity, notwithstanding any laws or treaty agreements or provisions to the contrary.'

That would have solved the problem up front.

I would have to qualify the 'sell,' as there should be penalties for stupidity.

Okay, I think it has something to do with the Doctrine of Incorporation, where some states have taken it upon themselves to regulate or control personal firearms, claiming that some of the Bill of Rights only apply to the federal government, not the states -- the Second Amendment being one of those which restricts the federal government from infringing upon the right of a state to have an armed militia, being necessary to the security of a free state.

Of course, the Second Amendment has two parts to it. One clause confirms the state's right to have an armed militia, and the other clause confirms the right of the individual to keep and bear arms, regardless of the reason.

But few see the second clause. It's like a figure-ground picture, where some people can only see an old hag, where others can see both the old hag and the face of a beautiful woman.
