If what you say is true, there would be large areas of the country with high natural fluoride levels that would demonstrate these behaviors, and there are not.

This is part of a China-backed effort to create a flouride scare to energize unwitting US environmental activists against flouride salts for another, unstated reason. Flouride is needed to make a type of nuclear reactor that would enable the US to turn a waste product into a valuable commodity and ease one of the factors that make rare earth mining environmentally prohibitive... thorium waste in the tailings.
