I think it's probably a gamma ray flux issue. For them to be observable in the quantities actually seen, and yet to have been generated from far off, it would require some really big source which would be observable in some other spectral band.

If the source is relatively close-in, it takes far fewer emitted rays to give the same flux.

Or something like that.
