Everybody in DC thinks in “transactional terms.”
Everybody wants something and figures they can get it by giving something to somebody else — or by taking things away from somebody else.
If Bolton thinks he understands the world, he can try to explain things to politicians, though once they get ideas in their heads they can do even more harm.
Bolton should have learned that from his time with George W. Bush — if he didn’t learn it from reading about Woodrow Wilson or Lyndon Johnson.
