This is poorly worded. Unemployment insurance is funded by employer taxes.

In fact, for 2023, employers had to pay twice the regular amount of federal unemployment tax because California borrowed money from the federal government to fund California’s unemployment program.

Also, note that on January 1, Medi-Cal (Medicaid) for illegal aliens expanded. Millions of illegal alien children and people over 50 were already eligible for taxpayer funded health care.
