We'd have to call it an open threat to the US citizenry.
It can only reasonably be called blackmail..
...which is of the type we've seen before from Xio in his withholding $1B of US taxpayer money unless Chief Prosecutor Shokin was fired (within 6 hours).
By the Dem precedent, Biden's blackmail is well beyond any criterion for quid pro quo "high crime or misdemeanor" claim used to impeach PDJT.

Another point is to watch the LT Governor Dan Patrick. Abbot is the governor, but Patrick is the one with a real spine.
