The major networks should be reviewed, and lose their
broadcast licenses.
I believe there is wording in there that they have to
contribute to making sure the public is well informed.

The networks themselves do not have a single broadcast license, other than in wholly owned stations (and there’s less than 10 or so of those, IIRC). The individual stations and affiliates have separate broadcast licenses, one per station.
So, basically, they don’t *have* a license to lose.
