You mean when Trump had to choose between the way he did it vs billions of deaths?
Having the vaccines brought the end of the shutdown, because the population believed it meant treatment for the coronavirus.
If Trump had followed Fauci’s plan to wait seven more years for the vaccine rollout, the shutdown would have continued and we would have had massive death from breakdown of basic services and supply chains.

When it refers to the “opioid crisis” it is probably talking about illegal injecting drug users, since that is a good pathway for bacteria to enter the body.
