No. The Catechism is part of the Church’s ordinary teaching authority. Pope John Paul II placed his apostolic authority behind it. Its doctrinal authority is proper to the papal Magisterium.

Wake up. It's already been done. The posted links show he already changed the Catechism of Pope John Paul II. The first link is from the Vatican.

New revision of number 2267 of the Catechism of the Catholic Church on the death penalty – Rescriptum “ex Audentia SS.mi”, 02.08.2018

The Supreme Pontiff Francis, in the audience granted on 11 May 2018 to the undersigned Prefect of the Congregation for the Doctrine of the Faith, has approved the following new draft of no. 2267 of the Catechism of the Catholic Church, arranging for it to be translated into various languages and inserted in all the editions of the aforementioned Catechism.

"It’s a work of the Church and it has been promulgated by the pope,” he said, saying Pope Francis has the authority to change it and that he did so once before when, in 2018, he decided to revise the Church’s position on the death penalty, changing the language of the catechism to say that capital punishment is “unacceptable.”
