Sometimes people who have no legal authority call the shots. Government and some outside our government are doing illegal or evil things. Both problems need to be fixed but sometimes a villain like Biden can't be really eliminated quickly because even if 2/3 of the senate would convict him, a dozen more like him are waiting in line.
