Yes, he was legally appointed. But what I mean by not rightfully elected is that he wasn’t elected in a sense that people, the voters, cast a vote for him directly.

That’s not done in a parliamentary system.
For example, in the UK usually the only direct votes from the people a PM gets is from his constituency - his parliamentary or district\bourough. He\she becomes the PM through the party or party coalition vote. No direct votes from the country at large!
