The law passed 357-66 in the House with 211 Republicans voting yea & only 3 voting nay(Paul-Texas, Otter-Idaho, & Ney-Ohio)
It passed the Senate 98-1 with 49 Republican yea and 0 nay. The only nay vote was Feingold-Democrat Wisconsin.
After 9-11 the majority of politicians felt they had to “do something” to help fight terrorism.
