You can't tell from the photo, but I'll bet his left arm is hiding his own nameplate with the words "I am President Biden" on it so he doesn't keep referring to himself as Senator.

It’s not like Brandon’s little choo-choo hasn’t gone around the bend but name placards are not uncommon in organizational meetings of people who don’t interact on a regular basis or if guests are invited. The placards might be for Brandon’s benefit or for the benefit of others. This is probably a nothing-burger.
