How about all of the blame? Pence was in charge of the Covid response and the buck stops there.

It's not like it was the first time he did this. President Trump handed him all the facts regarding the Steal of 2016 and Pence closed down his investigation and buried the millions of Fraud votes detected in PA.

That is a common fallacy and conflates the many forms of responsibility into one. First the President being one person would not even know all the decisions made by every member of his administration. To function there is a need for delegation. If a decision has creates problems then the next level up would deal with the issue.

It’s many levels up before the President needs to get involved...Paper clips not ordered on time..President at fault....Decision made by staff to give awards to the entire COVID response team rather than slighting some members or creating a scandal....President wrong.../s...The decision didn’t even get to POTUS level. It was right & proper to thank the team for their efforts. Leaving Fauci off the list would have created a scandal and had extensive ramifications which would have distracted from the administrations efforts to get the Country back on track. I’m sure Trump did not sign off on these commendations, they were handled by staff as is done routinely.
