Purely on principle, I kind of like the idea of creating a libertarian utopia (the "Free State Project" type of thing).
The fatal flaw in the concept however is that if you truly adhere to libertarian principles in your new libertarian utopia, it will rather quickly get populated by NON-libertarians and very soon cease to be a libertarian utopia. I don't think there's any way around this basic problem.

The books are available free for personal study as you on numerous occasions have quoted from. No one is twisting your arm to take advantage of what’s available.
Prayer is also freely available to all.
As to your hint I should be a provider, I would add “trust not in the arm of flesh”.
