Correct. Long, long ago when I was a teen working at a gas station, the boss had me carry a .32 revolver in my pocket because of shady types frequenting the gas station.
So one day some punks grabbed all the oil cans on display in the center island between gas pumps, and sped off in their car. My boss yells at me to toss him the gun, and he took off in pursuit of the punks. Ten minutes later he comes back, all shook up. Asked him what happened.
He cornered them in a dead end street, and 4 punks jumped out of their car each with their own handgun. My boss jumped back in his car and scrambled to get out of there. Outnumbered and outgunned.

In the 70s I worked at a juvenile lockup and dealt with two boys who committed murder at the age of 13. Under the laws in effect at the time, they were both released on their 18th birthday.

I think the deterrent value of publicly impaling the little sh!t with his screams as the stake goes in would be a lot greater than the deterrent value of the slap on the wrist that is the maximum penalty a 13 yo murderer will get.
