Any part of your territory that is occupied by an invader and where major defensive trenches, barriers, etc. have been built are de facto “enemy territory”. They are a valid terget for cluster bombs, so long as they are not centered in a Ukraine lived-in community. Ukraine has promised to have a major clean up of mines and other dangerous munitions as soon as the war is over.
