No, it is not common behavior by all politicians. It is called pay to play and is illegal under the Constitution and a wide range of state and federal laws.
I am sure if it was actually illegal, there would be lots of attorneys on it. I’m sure DeSantis others I’ve had attorneys vet it. Not worth further discussion.

If the FBI and US attorney in Tallahassee took an interest in the shakedown effort, they could almost certainly whip up an indictment against DeSantis and others for Hobbs Act violations and conspiracy in a matter of a few months.
Since the populace of Tallahassee remains is substantially black, Democrat, and hostile to Republicans, the jury pool would be hostile to DeSantis and his officials. That would give the Biden Administration a lot of confidence that such an investigation would get enough cooperating sources and witnesses to produce results in the form of publicized evidence raids and searches, grand jury proceedings, and indictments with a reasonable prospect of convictions.

Really? You are entitled to your opinions and choice of candidate, but if you genuinely think this is nothing, you must lack experience in a responsible capacity in law, government, politics, or in dealing with the news media. I have done all those things — in Tallahassee no less. If pursued, this alone could blow up DeSantis’s campaign.

As a side, disqualifying a candidate because they solicit the services of a pay for tang pretty much disqualifies most.
Some do it outright, with cash in hand, others disguise it as dinner and drinks.
