What Adam means is “Why is Biden doing this to DEMOCRAT RUN CITIES?” If no city should be “carrying this burden”, that admits that immigration IS A BURDEN. So who deserves to shoulder the cost? Southern rural areas? How about, if “the nation” prevents imigrants from flooding in at the border, they will not be a burden.
