What Adam means is “Why is Biden doing this to DEMOCRAT RUN CITIES?” If no city should be “carrying this burden”, that admits that immigration IS A BURDEN. So who deserves to shoulder the cost? Southern rural areas? How about, if “the nation” prevents imigrants from flooding in at the border, they will not be a burden.

That border wall, for example. Who killed that one, anyway? What Adams actually means is that the cities in question want federal taxpayer money for themselves. Your policy, your outcome, your responsibility, bud.
