Was Graham asleep while Ukrainians used cheap drones and light anti-tank missiles to destroy all sorts of Russian armor including battle tanks? Well, we wouldn’t be at war in the Ukraine.
We would still be at war in several other places.
Syria, Somalia and Yemen for instance.
But, what is war?
Many would say that we haven’t been a war since WW II because that is the last time Congress officially passed a Declaration of War.
But I would not be among them.
There is no Constitutional procedure for declaring war.
So, for me, if congress passes a budget financing military involvement in a conflict that is declaring war. Or for that matter financing one side in a war is IMO declaring war.
IMO we have been at war with Russia since we first gave financial aid to Ukraine.
