Sometimes the campus area is a separate jurisdiction but it looks like you’re right...a lazy journalist didn’t know that Baylor was in Waco.

What part of Texas is that town in? Doesn't sound like they have many Lesbians there. They should have tried Houston, Dallas, or Austin. Plenty of Sapphics in those cities.
Had actually thought that was part of what Putin was going to do. He’s often heard to contrast Russia’s morality as compared to that of the U.S. This would have been a perfect line of attack. What did the strip search reveal? Sounds as if we may never know.
