That’s the bottom line. Folks can talk about Ukrainian corruption, NATO provocations, etc. There is some validity in all that. But it was Putin who sent tanks across a sovereign border. Everything else is secondary at best.
One - Russian elite is billionaires and 9-figure millionaires. They don’t want themselves and their whole families to die. They have pretty nice lives.
Two - If you give in to nuclear blackmail then taken to its logical conclusion it will never end. You have to make sure Russians win at everything they attempt because otherwise “NUCLEAR ANNIHILATION!”

If Russia stops fighting, the war ends. If Ukraine stops fighting, Ukraine ends.

Technically, the war is only in Ukraine, not Russia, so he’d be fine.
Just put him in a Gulag prison for the rest of his life,with no winter clothing and the bare necessities for food.
Or, just send him to a Ukraine prison and let’s see how long he lasts there.
Or give him a gun and send him to the front-lines to fight in Ukraine. It’s only fair, since he sent hundreds of thousands of his troops to die there.
Hopefully there are people and buffers in place.
