Even if the drugs are being carried by US citizens, who prevents Border security to check on them?

That is the current state of things. Facts are no longer what is true or provable. Facts are what our betters say they are but can be totally different tomorrow if that is what serves their purpose.
On a strict basis CATO is correct. But if you look at how the Mexican Drug Cartels smuggle fentanyl into the United States, American citizens and green card holders are the last people to handle the drug before entry into the United States. The cartels know the entry points are more lenient on American citizens and permanent residents. The cartels actively recruit these people to be drug mules.
Fentanyl smuggling is a symptom of the de facto open borders as people smuggling.
So this institute is claiming to know the unknowable. I love hearing garbage like this.
So there’s no way to know exactly how much is getting through the border through checkpoints or gaping holes. We don’t catch most of it through either means. So how on earth can you make such a claim?
If the gaping holes are secured then you’ve at least funneled the majority through checkpoints, which would be a more controlled environment to catch more.
There’s no way they can have accurate data to make such claims.

I think fentanyl is 100% Mexican export using precursors smuggled in from China. I think you are referring to is opioids. The initial explosion in opioid addiction was fueled by medical prescriptions. When the Feds cracked down, often the determinant of people suffering from chronic pain, the Mexican cartels stopped in with their own opioids and now fentanyl.
