Actually, it is the FedGov's so-called active shooter training. Been around quite a few years. Here's the 2009 DHS document that probably originated it although at the time it went EVACUATE, HIDE OUT, TAKE ACTION against the active shooter. That morphed into RUN HIDE FIGHT and it is taught pretty much everywhere these days.

When I worked for Lowes, that was the policy for an active shooter situation. I worked restocking the tool section, the hammers were between me and any likely trouble,and they throw pretty well. plus I carried a small firearm.

That is straight from The Department of HOMELAND Security. It actually makes some sense. Unless you are very close to the shooter you have no chance of stopping him unless you have a firearm.

At some point there has to be an honest discussion of the fact that 52% of all murders are committed by blacks who make up only 14% of the US population.

and if you exclude black women from the data, thats roughly 7% of the US population causing 45% of all murders.

and you remove black men under 14 and over 65 from the data, then the truth comes out...

I'm familiar with the active shooter training. Many sheriff's departments offer it free; people can have trainers come to their school, church of office. It's common sense stuff. Sheriffs (as a type of official) are not particularly woke.
