If you watch almost any speech by Biden he's a teeting, tottering old man who appears to have Alzheimer's disease, and can't make it through a 20 minute press convference without making horrible gaffes, stumbling over phrases, and wandering off the podium looking dazed and confused.
In contrast Putin gave a 1 hour speech on Sept 30 laying out the reasons for the War in Ukraine, and welcoming the four new regions into permanent Union with Russia. The Ukraine has lost about 15% of it's land and 5 million citizens to Russia.
Putin stated at the outset that Russians consider the Ukrainians to be cousins. He has conducted a "Special Military Operation" to de-militarize and de-Nazify Ukraine. To push out enough Ukrainians from the East so that the Russia speakers there are not being bombed and subjected to mortar attacks constantly.
At some point Putin and the Russians, if subjected to enough provocations, change their approach and go for a more "total war". For instance: bombing Kiev. To date that hasn't really happened, because Putin does't want to drive a permanent Stake through the heart of Russian/Ukrainian relations.
