The most basic duty of government is to provide water, electricity and sewage to the community.
If they can not do that they are incompetent and should be thrown out of office.
How dare a government official ask that several people shower together to save water/electricity?
He should be tarred, feathered, thrown out of town, and loose his job and pension if any.
