Doesn't the Sac river flow directly into the SF Bay from the Northeast? From the city proper, I'm thinking the Mission Street and Market Street gutters as primary tributaries.
Homeless probably jump in to clean off or cool off.
It’s 55F water, not sure how stoic those folks are.
