He can’t. There is none. Black people overwhelmingly have government issued ID as they themselves will tell you. The number of people who didn’t back in 2005 when Virginia started requiring government ID and offering free ones to those who didn’t have one, was no more than a couple hundred in a state with over 7 million people.
You can’t work or get public assistance or buy booze or cigarettes or rent an apartment or open a bank account without photo ID.....unless of course you’re an illegal alien in which case you can’t legally vote anyway.
