There was a reason why out of a class of 25 in graduate materials engineering there were only two Americans, myself included.
Everyone else was foreign.
Can we outproduce other countries in engineering? In chemistry? My employee was the only American in his graduating class in chemistry. Like me, those graduating around him were all foreign.
It really is not a very good idea to underestimate others, we underestimated the North Koreans, North Vietnamese, the Taliban, and Bashar al-Assad.

We sold F-15s, F-16s and M1 Abrams to Egypt, Saudi Arabia and the GCC. I would think the Ukranians would make better use of it than the Egyptians and Arabs could. And we can send those same export M1As to Ukraine, with Polish trainers and volunteers right there to help them.

The global order enforced by the United States following WWII was a bribe to coerce other countries to allow the US to set their security policy. “We” won the cold war. Part of that bribe was we opened our markets and that caused a flood of jobs to leave the United Staes at great benefit to the entire world...just not the American workers. The last several presidents have been reversing that because they (or politicians in general) no longer see the threat of nuclear war as a serious consideration. Therefore, we have re-shored our politics. (There have been a few hiccups on the way.)
As for education, Americans have adopted an anti-education attitude. If you’ll notice the villains in movies, they almost unanimously talk in very erudite ways. Parents want their kids to be instant internet billionaires rather than engineers. I graduated in engineering in ‘79. In the previous decade engineers were viewed like doctors and lawyers. By the time I retired we were barely able to stay employed as our competitors were excellent engineers in India who were doing our work over the internet. (And some good work they did, too.)
I don’t know what the answers are, and to me now, the answers are academic. The USA is busy reshoring industry and Covid has made that a priority. Maybe in ten years there will be lots of American engineers. I hope so.
America seems to reinvent itself over and over. Hopefully we’re at the low end of that cycle.
But if we are going to help Ukraine, it can not be peacemeal. It has to be massive, aggressive, and directly involve Polish forces. Any attempt to dislodge Russia from has to be with overwhelming force, and yes Russia and Belarus are legit targets, including Ukraine taking and posessing Belarusian and Russian territory outside Dombass and Crimea. This slow walking of aid only helps Russia and depleats NATO stockpiles, and doesn’t allow the proper regrouping needed to use it.
