Deflated tires can be refilled. Perforated bodies cannot. These “activists” had best watch their six. A lot of crazy, angry folks out there. Especially in NYC.
Can they though? These people likely deflated the tires by stabbing them in the sidewall or cutting off the valve stem. They'll need replacing, not refilling.
