The optics he was afraid of was putting the National Guard at the Capitol was because he knew that would have increased the Pro-Trump numbers! The optics of Trump supporters around the Guard troops would have been calming to American loving people. It was imperative that the Capitol to be "breached" by the paid thugs. They only needed a talking point to carry the day. The National Guard with the true Trump supporters would have never breached the Capitol. The focus had to be on a few agitated people and the destruction of property and any mileage they could get out of injured police officers. They got their monies worth with the "free" media talking heads to repeat the "insurrection" line 24/7.
