Bush was a deeply ineffectual leader.
Regardless of any possible positive reasons for invading Iraq and kicking out Saddam after 9/11, more and more it seems GWBush had as his personal primary concern that of getting revenge on Saddam, and had little real interest in what the Islamists agendas were really all about.

No! A tourist B-2 visa is good for up to 180 days in a year (just under 6 months). If he waited till 7 months after entering the US, he overstayed his visa.
Bush used the WOT as cover for establishing mass electronic surveillance of US citizens via the Patriot Act (knowing that one of the other "Five Eyes" would eagerly help to circumvent any pesky domestic legal barriers).
The WOT was also used as an excuse to bring in an entirely new class of invaders who are completely oppose American culture and norms, observant (and mainstream) Muslims.
But the most pernicious actions of the Bush II administration was establishing the Department of Homeland Security, which unconstitutionally usurped the responsibility of our Nation's borders from the military, and transforming armed invasions by drug cartels into civil misdemeanors.

When 9/11 happened they had the Iraq plans in the can and just whipped them out for the occasion for Bush to use as a response to 9/11 alongside Afghanistan which in theory made more sense.
But Afghanistan was just another Vietnam which should have made it stupid coming out of the gate but the emotions of 9/11 got in the way of common sense.
The Project for a New American Century was written in 1991? and was the Neocon blueprint for war in the Middle East. Cheney put it on Bush’s desk on 9/12.
