Yes and no. And the "no" may be intentional.
It *might* just be a case of where they had the missiles concealed, their ranges, and ability (or inability) to transport them within range of a more significant target. Kind of a "Dang, we may lose these, let's shoot them, what can we hit?" Type thing.
Or, the far more cynical viewpoint, might be that these were intentionally fired at a US installation. We know slo-joe is moving ahead with bending over for Iran just like his backside-buddy bammy did. So this may be intended to give some cover for that move. "With this new accord we will stop attacks such as..." blah blah blah.
If so, act of war.
If the intent to to be provocative….they succeeded.

The rumor on Twitter is this is in response to some IRG folks who were killed in Syria.
They were killed by the IDF. Iran knows the IDF would flatten them. Joe absorbs punches like Micheal Spinks against Mike Tyson.
