the munich photo puts her (with no formal diplomatic duties of office) on the same stage with foreign heads of state. the visual message, both foreign and domestic, appears to be that biden is effectively sidelined.
hopefully all of her speeches are written by staffers, and she has no de facto tasks other than to read the pre-fabricated speeches, mumble non-informative responses to pre-fabricated press questions, and exchange pleasantries.
