Several Presidents have resorted to this but it never makes an appreciable impact on prices. There just isn’t enough oil in the reserve in comparison to worldwide production.

Drawing down the reserves.. ie. selling them to refiners of crude oil does little or nothing to the much larger conversion of refined national crude (in multiple refinery locations in the US, some of which have been built per the efforts of then GWBush to increase capacity of gasoline stocks).
What it DOES do for Schumer and other liberal jokers who put this bandaid BS crap out all the time-— it creates a NEED for the funding of US Govt. Strategic oil reserve REPLENISHMENT.— at current Barrel prices well over 80 dollars a crude barrel. What is in the Reserve is stored crude at a MUCH lower price, and this crude is for National Security (not supplying running around town gasoline for the general public). It is US Military purposed.
Schumer is an a@@— an understatement of a crude stupid clever he thinks a@@hole, who interestingly hates Israeli sovereignty.

If I recall correctly, it was HIS GUY who shut down the Keystone Pipeline and stopped all drilling and pumping he possibly could.
Why not just rescind all BRAINDEAD BIDEN’s stupid executive orders and open up our oil fields, refining facilities, and transport facilities.

And what happens when that doesn’t have any real impact on the price at the pump? Hmmm?
The strategic oil reserves can never have more than a minute impact on prices. It’s there to maintain a supply to refiners in case of a interruption in supply. That and to provide an additional volume buyer when the oil producers pump so much oil the prices drop thru the floor.
Republicans need to hit HARD that “asking” OPEC to pump is no solution. We have our OWN solution to the problem and the Democrats are not willing to help Americans.
I’m sure Saudi Arabia isn’t going to roll-over and pump more oil because Biden asked them to. Saudi Arabia is seriously threatened by the Iranians and the Yemeni Houthi militias that blew up one of their refineries a while back. The Saudis need to get Bidens attention. If anything they’ll continue to cut production until Washington caves or Biden is forced out.
