The twit in the lead story is effectively threatening an insurrection against other citizens. He does not consider how many of those citizens can, er, make a deer disappear in short order with only a slight deviation from their daily routine.
Not only is his finger on the trigger, but his hand is wrapped around the action. Should his failed fire discipline fail, he is in for a painful surprise.
