Congress subpoena power is limited to getting information useful to the legislative process. It is not an infraction investigatory body.
Congress knows how to litigate this if it wants, or it can re-open its jail.
Congress's subpoena powers are pretty broad and have been upheld by a number of court decisions. All a Congressional subpoena needs to do is to potentially further some “legitimate legislative purpose.” And the committee will cover themselves in that regard by recommending changes be made in their final report. I suspect that the courts will uphold these subpoenas in short order.
