I’m assuming that the horses are normally used to track illegals in remote areas where vehicles can’t go. This is one more concession to the illegals.

What an a**. The Police in our city have been using horses for years.
The border patrol agents were spinning the reins to keep them from getting snagged or grabbed. Anyone who understands the Law of Tangling knows that if there is a loop of something it will get snagged on anything protruding, and any time you have two or more strands they will become a tangled mess. This principle is demonstrated by having a loop of cord and walking by a doorknob. Or have 3 cords and five wires to a computer. They will always be hopelessly tangled. Horse reins getting tangled or snagged can be fatal for the rider, the horse and anyone nearby. I suppose noisy motorcycles with their polluting internal combustion engines are now better than organic non gmo free range horses which are basically carbon neutral except when they fart.
