That is correct. Everything in DoD involves official memos (on proper letterhead) that trickle down from the top. SECDEF to OSD staff, then to Services and Agencies. People who post this crap have no idea of the level of bureaucracy required to do ANYTHING in government. Which means they are "not in the know," they are outsiders making crap up for drama.
