This is not difficult, folks.
Unions have union contracts. Those are agreements that are negotiated between management and the union identifying the working conditions—and they are binding on both management and employees until a new contract is negotiated and ratified.
Non-union businesses do not have such contracts, so the employer can change the working conditions at will.
I’m a Postal customer so I’m exempt too.

Being a postal worker, I’ve been told we don’t have to take the vaccine because it’s not in the union contract.
For once I agree with the union.
It divides union members from non union members, whether they are public or private sector.

1. If the science says vaccinate everyone then you vaccinate everyone. Excluding 600K+ employees undermines your science case.
2. It also undermines your case that the emergency regulation is reasonable since there is no rational basis to single out Postal workers for non-discrimination.
The CRS report on OSHA Emergency Standards makes for interesting reading. Apparently such rules, because they are an exception to normal rule making standards are reviewed with heightened scrutiny and about 1/2 of reported legal cases led to the rule being stayed pending final rule making.

Union contracts do not counter legal requirements for safety imposed on employers. The terms of a contract must be lawful.
This is pure discrimination aimed at conservatives. Every exempted group is overwhelmingly a Biden supporter.
But contractors to the government also work under contracts which are binding on both management and employees until a new contract is negotiated and ratified.
I think Biden is waving a magic wand declaring that he doesn’t need to negotiate any sort of contract mod — those contractors suddenly have a new contractual requirement that they did not negotiate. Too bad. So sad. Sucks to be a contractor.
