As far as I’m concerned, it was 100% stolen in the first place.
Stolen from the taxpayers, stolen through printing of worthless fiat from the Federal Reserve, stolen from accumulated wealth through inflation, soon to be hyperinflation, stolen from future generations by putting them in debt that can never be paid back.

Most of the money is “stimulating” the urban drug economy. More money, more drugs, more guns, more gold chains, more death. It is the same with all redistribution.
wait - are we supposed to believe that banks don't ask for the id of everyone who opens an account? Or that the unemployment department doesn't verify id ? $400B is a lot of separate claims. If the disbursements went to everyone who, filed a tax return, is on disability, is on welfare, is on social security or is unemployed, how did so many 'newbies' show up, and isn't there a trigger in the computer programs to flag duplicate names/ssn's ? How many people on the 'inside' would have to be involved to carry out theft on such a grand scale? If the money is sent offshore, can it be clawed back from the account it went in to? Is part of the issue an overbearance of naturalized citizens running things in DC? If the people who manage disbursements to the American people can't handle the job with integrity and honesty, we need a complete sweep and replacement with more trustworthy and consciencious people.
This is why government should be small and kept on a leash. Every government program is rife with fraud and abuse.
